Saudi Announced Saudization In 41 New Professions

The Saudi Ministry of Human Resources and Social Development, in collaboration with the Ministry of Tourism, has announced plans to implement Saudization (replacing foreign workers with Saudi nationals) across 41 professions within the tourism sector. This initiative will be rolled out in three phases, starting in 2026, to give businesses time to adapt and hire local talent.

According to reports, the Ministry has shared a detailed list of professions affected by this decision, covering roles such as hotel managers, hotel operations supervisors, travel agency managers, tourism planning directors, sales managers, tour operators, hospitality specialists, event coordinators, hotel receptionists, and tour guides. These positions will gradually transition to Saudi nationals over the next few years.

The first phase begins on 22 April 2026, focusing on initial roles. The second phase follows on 3 January 2027, expanding to more positions, while the third and final phase starts on 2 January 2028, completing the Saudization process across all 41 professions. This phased approach aims to minimize disruption to businesses and ensure a smooth transition to a localized workforce.

The Ministry emphasized that releasing the list early allows tourism-related companies to prepare in advance. Employers can now review staffing needs, train Saudi employees, or adjust recruitment strategies to meet the deadlines. This move is part of Saudi Arabia’s broader efforts to boost employment opportunities for its citizens, reduce reliance on foreign labor, and strengthen the tourism sector—a key pillar of the nation’s economic diversification plans.

By prioritizing Saudization in tourism, the government aims to empower local talent, improve service quality, and create sustainable job opportunities as the sector grows. The decision reflects Saudi Arabia’s commitment to developing its workforce while aligning with Vision 2030 goals to enhance the Kingdom’s global tourism appeal. Businesses are encouraged to comply with the timelines to avoid penalties and contribute to the nation’s long-term economic success.
